You could argue that having a good academy to promote young players should be the ideal status any club strives for, so they won't have to spend cash to improve their position. On top of that, you could also argue that the governing body should improve the marketing of the language so it can attract more sponsors and circulate more cash into the competition to help clubs who compete for the top spots. At the end of the day, hoping a great player to stick with a poor club is unrealistic nowadays, especially when loyalty is a rare thing.
