Because not everyone has an account on this forum, and I don't think its bad reputation is well known outside of it. As I said before, if you search for “free bitcoin,” that site is the first one that comes up. Even on this forum, we see people who continue to use the site, either because they have tokens locked there or referrals, or they simply don't care about its reputation. I think it's a site that still operates thanks to its past fame.
They perhaps simply think like they don't intend to scam users and technical issues happened many times but they resolved it for users and they think it's acceptable and enough. It's not good way of thinking as a business must provide seamless and most comfortable experience to their customers, and otherwise customers will feel badly about the service.
You're right that after cases reported in this announcement thread, and several times of Freebitco.in team replies and some actions like appointment of new customer care staff, community staff and so on, it's like nothing was changed considerably. All those replies and actions were long time ago and since then the team turned to completely silent while their site still runs.
