We experienced a similar situation in my country after the earthquake. Looters emerged in the destroyed houses and started searching the rubble for valuable items. On one side were dead bodies, and on the other, these kinds of thefts. Truly shameful for humanity.
While you see the actions of these looters as shameful, they are seeing it as a means for survival. I'm sorry you had to experience a natural disaster of that magnitude but know that while such a thing occured, most people would choose their lives over properties and one of the components of these sorts of calamities are destruction and so I'm sure these people whose properties were looted had borne it in their minds that they would not go back to see their belongings intact.
