Do you think these guidelines are enough to mitigate gambling addiction?

Looking at the measures that they're willing to impose, I think that it will mitigate at least the number of addicted gamblers here in our country.

The first one would reduce the number of addicted gamblers that are below the required age hence, decreasing the number. The 2nd one is also helpful because gamblers will be limited to only a few dollars so that they will not overspend which is a good thing although the gamblers can just register on multiple gambling websites just to fulfill their urge to gamble. The 3rd one? I don't think that it will happen or at least it will be helpful because gamblers can just gamble during the day. Way less impactful than the 2nd one. The 4th one can be helpful as well.

Now the question is, will the government wants to implement these in exchange for lower tax revenues? If these 4 measures will be implemented, I'm seeing a decrease in the number of addicted gamblers, but if they'll change, and will not be as strict as it must be then it will just be a useless one.
