It can happen, especially if the board the topic has been moved is off limits is to certain ranks
For example, Investigations board is off limits to Newbie accounts
It can only be accessed by members IIRC.
But IMO copper members should not be allowed access unless they are member.
Because you shouldn't be able to buy your way into protected sections of the forum.
