Our lawmakers are debating whether to promulgate a law banning online gambling, as the present administration is concerned that the more than $700 million in revenues will be lost in taxes.

I think they did the best of making the list -- especially since your emphasis were on "guidelines" and not official rules /laws made by the government. It looks more like an optional practice for some, but a control function for the others. Personally, I don't think it's going to do much when it comes to mitigating addiction in gambling generally -- this should also prove to us y'all that the government care more about what they stand to gain, than what you stand to lose.
