Ok, so Israel is at war with Hamas. If that is the case and Hamas decides then to put a bomb in the middle of Tel-Aviv, for example in a supermarket full of people or "better" in a nursery or a hospital... it is OK because "IT IS A WARZONE".
So it woul not be terrorism, because Israel is at war, so Tel Aviv IS A WARZONE. And if they send a hitman to kill Netanyahu is ok, because iI IS A WARZONE.

You can declare or not declare - there is a war ongoing and every time an Israeli settler takes over land from a Palestinian is war. The war is now permanent, it does not stop when Israel wants and it is largely irrelevant if (according to you, but not really believable) you warn or not of a strike.
