No,
1. It requires legal acknowledgement from government to be used as proof.
2. IMO Bitcoin shouldn't be used to store arbitary data, even when the protocol doesn't stop you from doing that.
3. Depending on how you store it (e.g. storing PDF rather than plain text), it would be costly.
