Judging by the quality of their current squad, I agree that Chelsea isn't a contender for the Champions League title this season because some of their players are still quite young and inexperienced. However, if you look at the club's history, they have won the Champions League before, despite their performance declining significantly in the Premier League. Beating PSG in the Club World Cup doesn't guarantee Chelsea has a much better chance in the Champions League, as they sometimes play well and then miss opportunities to maintain consistency.
And Chelsea don't seem to have players that are going to be doing very well, but not to the extent of winning the Champions League. And since PSG won the Champions League, I don't think it's about experience again it is now about who can make things differently, because who would have imagined that PSG would win the Champions League? So if Chelsea works hard, they will be able to win, but it's going to be a tough season. And we should also not forget that the Premier League is not the Champions League, the competition is very unpredictable now, unlike before.

And just because they won PSG does not mean that they are going to win the Champions League, and I have come to understand that whoever wins deserves it, because when it comes to the worst, then you will know the real champions, and I felt like PSG underestimated Chelsea, and that is why they lost that day.

Chelsea might be the unexpected team that might perform big next season, from the momentum they got from their Club World Cub win and conference league victory, they look scary under Maresca and their investments in young players as well as the team's reserves is impressive, even so their defensive line lost a valuable player Levi colwill just suffered an ACL injury and is out for the whole season this is a huge setback with chalobah's pre-season injury making the defensive line look fragile. So in my opinion Chelsea's rollercoaster status is true, they have got a good attacking capability and trust to go far however stability and injuries  could hamper their champions league campaign.
