Maybe you can try create such asset let's see how well it will perform in the market and the type of utility it will be offering that will make people go with it. Scarcity is nothing when there is no utility, if it were, people would have replicated Bitcoin with asset that have fixed supply and steady deflation to create the scarcity. I don't even see any need to try to create asset that will challenge Bitcoin when its obvious that Bitcoin is already in a league of its own.
