It has come to my notice that 90% of all the decisions made or taken when one is angry is never a good one.

When one is upset or angry,it is encouraged that the person stay calm and try to control that moment because any actions or decisions taken at that point in time must be a negative one.

So many people who regrets their actions today are as a result of taking decisions when they are angry there by over reacting..

So bad.

Well, considering there are people who literally become murderers while they are angry, for example, when they find out their partner has been involved in an affair with other. Then it is easy to reach the conclusion it is actually never idea to take impulsive choices (when one is under intense emotions, regardless of the nature of those emotions).
I would even go further and add one is not supposed to make choices when extremely happy either, because both happiness and anger can both fog common sense, before we realize it, we could have committed a very serious mistake or misstep.
