These are "national" or "local" rules that could not fit for everycountry.
I never heard something similar in my county and even everybody is allowed to gamble as much as he prefer. The only restrictions could be for players, but bookmakers will make some check only after and not before accepting a player.
Personally I find these laws something "outdated" since with crypto and many gambling sites you can easily gamble as much as you want... but unless governments will notice this, we can't see laws updated...
