The clubs I pointed out with the red arrow have sufficient values to have a squad capable of fighting for the title. They are not fighting for the titles only due to the incompetence of the management of these clubs. PSG achieved a lot last season and did not have very famous players; some of their players came from Portuguese teams. So this shows that it is also possible for these teams to build a strong squad with the financial conditions they have and then fight for the title.
I am not entirely sure if I agree. That list itself shows PSG to have 1.1 billion valuation for its players, whereas the lowest you show has 234 million, how can a team with 234 million valuation be able to win against a team with 1.1 billion? Even the best one is 411 million, which would mean that even the double isn't enough to reach PSG, it's nearly triple.

So we need to realize that no team can fight off at the moment, that is going to be a confusing period and that should be all that more important. We can definitely grow to be bigger and make these teams better if they are managed better, but that doesn't mean they can win. I believe these teams all combined could have a chance, but not individually, PSG is just way too big to take down for the moment.
