There are still many obstacles for Como to improve on last season's position. But if the Como players' determination remains extraordinary, I think Como can reach the position you're talking about. However, a team like Como will have to be able to compete quite fiercely if they want to achieve more surprising achievements, as some teams in Italy have already made quite a few changes before the season officially begins.
I think Como are getting a lot of attention right now, they had a really good season (especially the end of it), but they only finished 10th and that's not enough to call this season a success. Fabregas is ambitious and they signed Morata, that's a really good transfer but I have my doubts that it's enough for Como to get into the European Cup zone this season. But maybe Fabregas believes that because he turned down some good offers from other clubs.
In my opinion, Como can be considered good, although they haven't yet achieved a ranking that would qualify them for the Champions League or Europa League, but they have certainly achieved a good ranking. I think reaching the top 10 at the end of the season is certainly a good start. Como, originally from Serie B, can immediately reach the top 10, which is certainly not easy for a newly promoted club.
Morata is certainly an experienced player and a good striker, always posing a threat to the opposing team, sometimes even getting past opposing defenders. But I'm sure Fabregas sees a good fit for Como, and he certainly sees great potential Good in Morata playing for Como. However, I think Fabregas has done a good job and maximized his efforts.
