Althouh calamity is mostly associated to crime, especially in a country where the government did not have ways of taking care of the victims that is involved in such calamity, but I think it's also an individual thing that makes people turn towards crime, because there are still people that don't do crimes even after the calamity.
Its a common excuse that the crimes is been committed because people are trying to provide for their family and for themselves. I think every government really need to set aside relief fund for victims of calamity , so there will not be an excuse for committing crime after a calamity.
