It has nothing to do with your phone being fairly used or something like it. Maybe someone in the past abused the forum (like performing a DDoS attack) and the bunch of IP addresses he used at that time got blacklisted from the forum. Now some months or years later, you try to sign up in the forum but through the same IP address that has been assigned to you by your Internet Service provider, thus you end up with that problem of Evil IP address.
