I believe they really promote responsible gaming. It's the same as other vices such as ciggarette or alcoholic drinks that their advertisements promotes responsible activities. It depends on the gambler's discretion in the first place if he will get addicted.
But you have to ask yourself, If casinos eliminated all problem gamblers, would they still be profitable?
Casinos provide entertainment so they would still be profitable if they eliminate problematic gamblers. Even if gambling provides monetary return, the other reason why people keep coming back even if they lose money is the excitement they get when they are playing.
