Maybe gov should introduce bond systems (1-5 years mandatory service) for IITs as well, similar to MBBS (gov). Atleast they should try it once so that they can retain talent for some time, these are creamy layer of India and this policy can do wonder for country if it sticks.
MBBS graduates are trying to get uniform countrywide bond system instead of leaving the power to the states to determine how much long bonds they have to serve. It is a futile effort for now and I dont think such systems will ever come into action in any other stream.

What I would rather want to see, is that every Politician needs to have a BA/MA in Political science and need to clear some MCQ based All India entrance test in order to be certified to become a politician - MLA or some other shit like that.

No more 8 fail goons running for votes anymore. Cheesy
Uniform service period won't be a bad idea but first these folks need to build up concesus among them. Some serve couple of years and some serve for like a decade. Having said that, if centre jumps in the state gov will cry about federalism.

Tbh, we shouldn't confuse education with leadership qualities and wisdom to govern.
