The Lightning Network makes Bitcoin transactions faster and cheaper, which could be a big help in Africa where remittance costs are high and banking access is low.

However, there are challenges:

Poor internet in rural areas

Low Bitcoin awareness

Regulatory uncertainty

Do you think Africa can overcome these and see wide Lightning Network use by 2030?
Bitcoin on chain can be used, Lightning Network can be used and there are offgrid solutions but people in those nations must overcome their all issues. Bitcoin can not provide everything, do not do everything for everyone on behalf of everyone.

Bitcoin Lightning Network adoption has been up and down even it has had very good growth since 2017. To have good adoption in Africa, it depends on Bitcoin adoption there in general and Bitcoin Lightning Network adoption must come after that.
