Well I am assuming that only centralized exchanges are involved here. So bitcoin will not crash completely because there are still those decentralized exchanges and wallets that hold bitcoin. But bitcoin will definitely take a hit. I mean realistically the government would most likely give time for everyone to take out their coins but the price can drop as a lot convert it into fiat due to uncertainty or fear of the government.
