True. Milan looks a bit weak this season and as a Lazio fan makes me a bit happy and I doubt Milan will be able to fight for top 5 this season, even if they made some new transfers this last 2 days ,or after the friendly game with Chelsea they still look like they need some players and transfer window is getting shorter and shorter.
There is also a chance that Chelsea is so good that made Ac.Milan look weak because after all it was Chelsea who managed to beat PSG this season and no one else. For them , the second option would be better because if not , I'm afraid Milan will have a rough season

They haven't been aggressive in recruiting quality players, opting instead to recruit talented players, so it takes time for them to build a stronger team.
