Op, is absolutely correct gambling can never be banned entirely no matter how they implement or execute it because of the age we are into I mean the era we are. Even those country we do heard the government has ban gambling, if we check  or carry out analysis well you will find out that some of these countries are gambling more than those countries that are not on ban. If a government can not create good job employment and opportunities then what is the need of stopping people from gambling knowing fully well that most persons are feeding from there. There are extent some people has gotten to in this gambling, there are some certain job you will offer them they will turn down your offer because of how much they are getting from gambling.
The real disadvantage for the government when banning gambling is the loss of tax revenue, even though taxes from gambling or casino are substantial. Furthermore, having several casino in an area would create jobs for local residents.
Gambling cannot be banned because everyone has their own way of doing it, such as using a VPN or other methods. Therefore, I see only a few underdeveloped or developing countries banning it simply because they fear addiction among their citizens who do not have high incomes. In my opinion, this is a major mistake.
