of writing - only allowed make new post every 360 seconds- but I found for me it lasts longer than that time

You know spamming is not allowed here in the forum, so it's better as a newbie you don't just focus on posting or creating threads; rather, all you need to do now is read across the forum to get some points and different patterns for how some users' threads are being created. In addition, just try and push up your account to some additional ranks beyond newbie before you are able to post an image.
