A good regular poster can surpass those thresholds if they have enough time in the forum, but when the minimum is fixed as such high levels, then some user posting habit will certainly be unnatural so that they can meet the quota. I don't think admins will step in to regulate against that minimum posts count strategy, but what you will be encouraged to do is to identify low quality posters and then report their low quality posts.
