You don't seem really understand how business work. Chelsea is delaying the progress of Garnacho's transfer because they were not good with MU's asking price. They don't necessarily need him because they have Gitten and George at this moment. So, they're not underpressure. They're delaying it until MU will agree with their price.
If they don't get him like what they asked, they can pass him. Garnacho and MU are the parties who will be losing in this game. Garnacho potentially lose his spot in WC next season, and MU suffer massive lose that makes them closer to the PSR sanction.
