I can tell you something from my country's experience but consider that this might be very unique to my country. When I was at University, most of my lecturers were also working for the government in top positions. I was the only student in my university who knew Bitcoin, blockchain and cryptocurrencies very well, so lecturers really liked me, especialyl this one woman who was a very high ranking in the government and I had a small discussion with her. She told me that they don't accept or ban Bitcoin because if they do this, then people will have to pay taxes and since my country is a poor country, they decided to not touch this topic and let people earn cryptocurrencies without paying taxes. Since crypto wasn't a hot topic back then, they didn't touch it.
