A country that's lawless and the government don't have anything to say of what their constituents do. And so, with poverty and less opportunities. Many of these people see that scamming as a way of living. Poverty, and all of those negative aspects of living, that's how they've been introduced to it. While the government plays what it has to be done to make their lives better. But I believe that we're still the one to do what we think is right and if these scammers still have a moral to think of, they will stop doing it according to their will.
It is interesting how you mention there are people who literally scam to make a living off it, some people would say it is an exaggeration, but sadly it is true, specially in country in the south of Asia: India, Pakistan, Bangladesh, among others. There are literally people who are hired to commit scams all around internet, trying to convince their victims to install malicious software or compromise the security of their seed phrases. I have even seen documentary films about people getting kidnapped and forced to work as scammers in behalf of their captors.
It is very disturbing how much of a underground world if built by such an ilegal industry.
