scatter game or this gambling game in the philippines that the government had to intervene in between because it was getting very popular and many citizens are gett addicted

some said that it’s because the philippines is a poor country and that’s why they get addicted easily but is it possible that most gamblers who got addicted are old people past retirement and have nothing else to do anymore?

I believe any serious government is supposed to do some research anf study what percentage of their people is getting addicted to gambling and how many of them are underage, before taking a drastical measure like restricting payment services to casinos in the Philippines. Assuming they did not do their study before doing something as restrictive, then it would be very irresponsible of them.
There is always a chance the bulk of gambler in that country are people who have the right to gamble and are already in a stage of their life, in which they do not need to work and just seek to enjoy their time.

I am among those who believe both the young and the elderly are equally more likely to get addicted to gamble. The young teens are reckless and eager to do things which are only done by adults, while the elderly have a lot of spare time and enough money to gamble all away and not to affect their life style.
Still, those facts are not supposed to be excuses to cut the freedom of those who rightfully have the choice to gamble or not.
