If the enphasy was on old and retired people becoming addicted, then that should normally not be of serious concern because in general, at that retirement age they pay little attention to a more productive thing than stuffs that leads them to fun and gambling is certainly a part of it. when you consider an age bracket that get involved in gambling to a degree that it becomes a concern to a nation, it is mostly those in the youthful age bracket because anything that goes wrong at that age and a youth that is supposed to be productive fails and focuses more on gambling than other more productive aspect of his life, then that alone is a serious problem. age is a factor but definately not old age.
