scatter game or this gambling game in the philippines that the government had to intervene in between because it was getting very popular and many citizens are gett addicted

some said that it’s because the philippines is a poor country and that’s why they get addicted easily but is it possible that most gamblers who got addicted are old people past retirement and have nothing else to do anymore?

In my experience too most of the gamblers are old people. The similar are the trends in alcohol and cigarettes. Younger people tend to be more aware that they need to be away from such addiction. It could be either the moral education or general awareness about living a better life. But there's exception about drug use though.

A research around that topic doesn't give a conclusive result https://pubmed.ncbi.nlm.nih.gov/39269778/ and its harder to track the amount each of them gamble as older people might have better income so are able to gamble larger amount.
Another problem is with online gambling where teenagers too would join faking their age as they just need self declaration that you are above 18.
