This makes gamble a game of luck to the poor and a game of strategy to the rich.

Ex:
RICH ($10,000 * 1.10 odds) = $11,000
POOR ($5 * 1000 odds) = $5,000

With this you can see that the chances of the Rich winning is very high up to 90% while the Poor only have 10% chance of winning which now is based on luck!
This makes me think about the saying that goes by "THE RICH IS GETTING RICHER WHILE THE POOR IS GETTING POORER"
The get rich quick mentality is killing the poor.

Just to set your mind on the part that in gambling anything can happen even in football.

We saw different surprises and records in last season. Did expect that PSG would whitewash Inter by 5:0 at the final of Champions League? No. Even Mbappe won't imagine it (if you know what I mean).

Do you expect Chelsea beating same PSG by 3:0 at the word cup club final? I didn't expect the score line myself.

Those are to tell you nothing is certain in football. Picking very low odds to increase stake is equally risky. So if you calculate how much money the rich will lose in a year gambling to how much the poor will lose gambling same year then you would understand that in gambling, the rich gets poorer.

Parley and single betting have their advantages and disadvantages but in gambling, no strategy is a sure bet, you lose some and you win some.
