If you want, you can report the PM as unsolicited, I mean, the guy basically gave you a "sales pitch" on wanting to buy your account, which I think is inappropriate to do(depends from person to person tho). If you don't want to do that, then the negative tag you left is enough, but maybe put this thread as a reference link on the negative tag you gave to him.
