Isn't that the players responsibility to make sure that they are on the safe ground and won't be charged with any kind of abuse? I don't think the casino has anything to do with a player's failure to follow the rules...
They must read the rules carefully no matter what! It would be foolish if one doesn't and starts playing.

I think that if we are going to visit a restricted site we should not play if the casino does not have permission to operate in that country we should not risk it , even when we have completed the KYC , there are only some casinos that allow the use of VPN and it seems to me that it is Something different, but you should not risk it, if you have not read the Tos it is better not to risk it, it hurts to Lose money just because we are careless in that sense.
