It's not 100% plagiarism, but it's clearly paraphrasing where parts of the text are copied, obviously the user doesn't have time to write something original. I haven't checked his post history, but it's possible there's more.

So when I saw the thread I decided to reply him based on what he said and I replied that it makes no sense whereby his government are now starting to impose Draconian measures to control any financial transactions or holdings.
My reply was based on what he said and I only said it according to his writing so as not to miss things up especially since it was an information or news without a source.
And the second one was just a reply to the question he asked, I only gave him a direct answer based on what he said.
