If you live in a totalitarian state with a repressive regime, it might be best to relocate to a place where there are more personal and financial freedoms. There are countries that are much more open to Bitcoin, where people can freely manage their own money and assets without the threat of oppressive and totalitarian regimes.
Its not easy as what you think to move other country so that you will have freedom Bitcoin since not everyone have that capabilities.
But since he already in that situation on which their government is not really so friendly on Bitcoin I guess the only option he could do for now is to buy Bitcoin thru p2p, but the struggle is big knowing its hard to find trusted people to deal with especially if they made this deal online then or even on their nearby areas. Maybe what we hope in this situation that hopefully in future their stance change so that people will be free to buy and sell Bitcoin without experiencing this kind of struggles.
