In fact, the problem of newbies is that they cannot create even one normal account to participate worthily in signature companies, but they create dozens of new accounts from which, after, we see such indignation about the imperfection of the forum.
What gets me is why they never think to concentrate on "growing" just 1 account... pour their heart and soul into that 1 account, develop a personality with it, make it part of their online identity... A lot of us oldtimers (I think I can safely call myself that by this point) recognize sincerity and reward it since it is in short supply.
It related to a problem of the western mind trying to create rules for other culture with the underlying assumption that they will understand it the way it is intended. The excuse that account farming can't be completely stopped so it is allowed (and spamming can be stopped so it is not allowed?) is the same as giving a green pass for many cultures. In many it is almost the equivalent of it is encouraged to cheat here. In many societies only strict punishment works, discouraging behavior in other ways does not work at all.
