Chelsea is back on their feet but it doesnt mean that it won't be challenging for them, even with their victory against West Ham they are currently at that third position on the league table. That epl is going to be very tough this season. They have Tottenham and arsenal to compete with. About palmer, he might not be a hundred percent right now, it is normal even for the best players to go through such phases

For now teams like Chelsea, Arsenal and Tottenham are looking very promising and all the games I have watched from them do give that picture of they are ready to fight, but of course this is just the start of the league and many clubs haven't really settled down...am expecting gameweek 4-5 to show the real strengths of these teams , otherwise am more than certain Chelsea could finish in the top 4 for this season as they look like a different team this time around and that world cup win should have raised their ego.
