People who know the political situation over there, what is the likelihood of this passing based on who is proposing it and which party they are in? I will only believe and applaud these things once they pass into law, not before.
Crypto is not yet such a big topic among politicians so I doubt it will be passed immediately nor effectively. Philippines has a system where everything takes so much time so not expecting too much from this proposed bill.

If bitcoin is not a topic of interest to many politicians, why do they propose and discuss it?

The question is not whether they care or not, but they need to carefully consider and evaluate whether adopting cryptoc or adding bitcoin to national reserves will benefit or harm their country and economy. They will make decisions based on that, and if it actually benefits their economy and their country, and even if they don't like it. They will also have to accept it because national interests must come first.
