The government is aimed at collecting taxes, and I think gambling brings them significant revenue, just like the sale of alcohol, so they will not restrict what generates money...

Despite the fact that gambling, like alcohol, brings heavy taxes to the budget, in many countries they are completely banned. In other countries, there are very strict restrictions on alcohol and gambling advertising. So it's not just about money, but it also depends on religious and social reasons.

They find their money from other resources of revenue.
In the case of the Saudi Arabia, which has a complete ban on gambling, they do not need to have much revenue from gambling or alcohol anyways, as they get most of their wealth from oil and lately, they have gotten their money also from investment in green and renewable energy sources and facilities.
Indonesia is not as rich as Saudi Arabia and still, because of their muslin majority society, get their tax money from other resources.
It is interesting who also there is a concept called "Muslin banking", basically it is about big banks in Muslin countries keeping their capital from casinos, pit farms, weapon industries and alcohol facilities.

Anyways, while it is true governments want and need to collect money from people, their religious reasons and convictions are stronger than greed, at least in practices.
