I think that it can certainly help, sure.  Here in the United States there's been two major things that have been legalized lately to help bolster/boost the economy and that's been the sale of marijuana and legalization of gambling.  Now here in the United States there's both "federal" laws as well as "State" laws, and ultimately State laws win out (Unless the federal gov wants to step in for whatever reason and then they CAN technically overrule States)..so many States have profited heavily from the legalization of these things which has been a big win.  So sure, it can help.
