Gambling is a means of entertainment. Gambling cannot be considered a means of earning money. Those who think of gambling as a means of earning money are the ones who lose the most in gambling and it is seen that they eventually become addicted to gambling. Even if those who want to convert $20 into $700 can do it, I think the chances of losing will be the highest.
Unfortunately, many people assume gambling basic purpose is for money, not for the entertainment. 
Once they think it is for money, they won't care with the entertainment side. Sure, even someone can make $20 to be $700, they can lose it all if they have no self-control to stop it temporarily. They will always to earn more because they are never satisfied with the amount of the prize. Yep, finally they can be addicted because of too often playing gambling and do it with careless way.
I have never participated in gambling with the hope of earning money. Whenever I was a little greedy, I have seen that I have lost the most. So in this game of entertainment, you cannot always be emotional and you cannot be overly greedy.
I think you also hope for the money, but you prioritize more on the entertainment purpose. I honestly don't believe that there are people who totally have no hope for the money. I think it is okay to expect for money, but we don't expect it too much. We must also assume the main purpose is for entertainment, money is just the second priority.
