There is a legal way for companies to boycott paying this huge task, the company shouldn't be registered under a sole business administration but rather as limited liability company, in this structure all expenses will be deducted before being taxed on what is left as the income, legally the owner can choose to accrue more expenses on the business and then get taxed for lesser amount of his income.
