I agree that banning hardly works, as people can easily bypass restrictions using VPNs and continue playing on foreign sites, while the government loses revenue and control. It is much more effective to regulate the market: set taxes, inform about the risks, support those struggling with addiction, frame gambling as entertainment, not career.
That gives more freedom to adults to decide how they want to spend their time and money, allows casinos to operate officially, and potentially brings money into the state budget.
In as much as it might seem like they are trying to help it still doesn't solve that problem of gambling addiction, as a matter of fact it tramples on the rights of people because they gambling is a choice and it's not the only dangerous thing out there that people can get addicted to. The government also forget that there are people that are wasted on drug substances and nothing is done to curb this act but they focus only on gambling
