So can the under developed countries get it right?
Yes they can if they want to. It will not happen overnight but it will happen of they have the will power to do so. Many underdeveloped countries are not underdeveloped because of lack of resources and manpower but because of the people who are leading the country.. Their lack of foresight or their denial of it. I don't want to mention any specific issues because all countries including developed countries have it. Underdeveloped countries have a choice everyday is they can just make the right one.

And to take note that it is the corruption that usually hinders the nation to move forward. If their government officials are not corrupt and sincere in developing their country, they can. A perfect example is Singapore, a very small country and very limited resources, and yet, look at where they are now. It is a testament that it is indeed how the government will direct its country to become a progressive one. There are so many countries rich in natural resources and yet, they are still in the third world category. And more than likely, the corruption is high in those countries.
