The rumours are out there about the move to get Donnarumma from PSG to Manchester City and I think in a bid not to loose out completely by next season when he may be leaving as a free agent, they will want to do all possible within their strength to get the most they can from him now and that may have been one major reason they have been making moves already for his replacement and at some point it felt like it is the coach who does not want him anymore. On a second taught if PSG did want him to still be with them, they will fo for it by making the moves to renew his contract but none of such has been mentioned so they may actually want to let go.
I've seen PSG change in recent years they've become more assertive with their players. Perhaps this has happened since Enrique arrived at PSG. He seems to have implemented a rule that any star who misbehaves will be dropped or sold to another club, whether for reasons such as asking for a pay raise or something else.
