Although it is possible and you have mentioned an example, but do we know about the reality or the implementation of the limit, whether it is being really applied or it is just a written regulation which can be bypassed easily?
If you ask me, I do not think government should do it because it is against people's freedom as I believe most gamblers will act against this kind of regulation and will start to find alternative casinos to play once the limit is reached.

Even if there are restrictions, I don't think the government would expect the success rate to reach 60% to 70% and I just think the percentage could be lower than 50%.
