All deposits have to be wagered before you request a withdrawal. That's normal and all casinos have those rules. Otherwise, you are kind of using them as a mixer. You deposit one set of coins, wait a bit, and withdraw different ones. Some casinos are fine if you wager only 50% of what you deposited once, others require the entire deposit to be wagered, and there are also casinos that ask for a 2x or higher wagering requirement.
Of course, that makes sense, I never considered that!
Anyway going back to transaction fees, would anyone expect to make a withdrawal without incurring TX fees?
Why not? There are examples like that. For example, Sportsbet, Bitcasino, Gamdom, and several other sites pay all the network fees for you and don't charge you anything when you withdraw. You can check my

I find it normal to have to pay for services, and if its free in a case of making a withdrawal
its a bonus. Ok there are a few platforms not charging fees, but they are in a minority,
but as I said its a small bonus to have zero fees
