Rule number one says you must be a junior member (Jr member) above and must be registered two months before todays.
I think you are wrong, because O.P didn't use the phrase "above" or "And above", which would have been more self explanatory in the rules of this contest as given above, which seems this contest is meant only for just "Jr Members" of this forum. And I think we actually need the attention of the O.P now for more further clarification on this issue.

It's clear that anyone ranging from Jr member to the highest rank can participate if they want to. Only a newbie is exempted.
