Actually, in both primary and secondary schools we had to clean school compound and classrooms. But, tell you what we would clean there, and throw the trash collected outside 
— I mean precisely this is the problem, keep the place clean but not care about rest. People keep their houses clean, roads are littered.
The core of the problem is individualism (Not sure it's an actual term) but what is mine like inside my home is matter but outside like a public park or a public transport is not mine so I don't have the responsibility to keep it clean. And even if we are not cleaning it we should not litter and make it dirty I mean Indian railway is spending around 2.5Cr per year to clean Gutka color spit on the platform and inside the coaches too. And we are too deep in this mess and it will take lot of education, awareness and everything to retrieve them back to humans. — I mean precisely this is the problem, keep the place clean but not care about rest. People keep their houses clean, roads are littered.
