No one knows if this season could be the end of Pep Guardiola at Manchester City, but if he doesn't improve the performance of Manchester City this season, I am 90% certain he will take a break from football. I even thought Liverpool and Arsenal would end in a draw since they played upto 82nd minutes without scoring a goal, but Szoboszlai lucky free kick separated Liverpool and Arsenal, and it was enough to earn Liverpool the three points.
It's a bit of a dilemma to respond to Arsenal's defeat against Liverpool.
Liverpool is undoubtedly a top club with great new signings. However, Arsenal, too, spent a lot of money on great signings and top players. But as you said, despite being a strong opponent, Arteta was still quite strategically defeated against Liverpool.

Statistically, Arsenal actually offered a lot of pressure, but they simply couldn't penetrate Liverpool's defense. Their shot count was very low this time. Arsenal is strong, but still not as strong as Liverpool overall.

But, aside from how Arsenal performed, we can see a very beautiful free kick by Dominik Szoboszlai that gave Liverpool victory over Arsenal, the only goal of the match.
